The role is based in Basel, Switzerland, however, thanks to our status as an international organisation, we can hire globally and welcome applications from candidates of all nationalities located anywhere in the world. Purpose of the role: Our mission is to support central banks' pursuit of monetary and financial stability through international cooperation, and to act as a bank for central banks. As a Member of Secretariat with the CPMI you will support this mission by leading the portfolio on financial market infrastructures (FMIs). By joining the CPMI: · You will join a dynamic, diverse and highly engaged team. The CPMI Secretariat team supports the Committee and its various international working groups as well as those under its joint work with the International Organization of Securities Commissions (IOSCO) and other international bodies. · You will manage the CPMI’s policy and standard-setting work in relation to regulatory, supervisory and oversight issues in FMIs and lead the FMI portfolio of the CPMI Secretariat. · You will manage the development and publication of reports setting out international policy and standards in this area. · You will be the key contact on FMIs for coordinating with other international bodies, such as the Financial Stability Board, Basel Committee on Banking Supervision and IOSCO. Principal accountabilities: · Provides secretariat support for the CPMI and/or CPMI-IOSCO and their working groups and task forces. Ensures and organises the support activities of a particular subgroup, in coordination with the subgroup chair and line manager. · Prepares background analysis, including meeting documents, for meetings of high-level central bank officials on financial market infrastructure issues. · Organises the preparation, publication and distribution of reports drawn up by the CPMI and/or CPMI-IOSCO or their subgroups. · Monitors and analyses developments in FMIs and their implications for the functioning and stability of the financial system. · Defines and carries out research and policy analysis to be included in BIS and CPMI publications. · Establishes and maintains professional contacts, partnerships and effective communication within the BIS, with the central banking and regulatory communities (in particular with other standard setting-bodies and international organisations), and with market participants and industry groups. · Represents the BIS and the CPMI in meetings hosted by central banks and at other international organisations. Gives presentations on the work of the CPMI and/or CPMI-IOSCO at seminars and conferences. Qualifications, skills, and experience: · Advanced degree in economics, finance, law or related fields. · Solid understanding of financial market structures and developments, in particular risk management issues in FMIs and related regulatory, supervisory and oversight issues. · Knowledge of payment and FMI issues related to digital innovations and financial integrity (eg anti-money laundering) would be an asset. · Proactive and result-oriented, team spirit and good interpersonal skills. · Critical thinking, long-term planning and effective coordinating and negotiating skills. · Strong analytical skills and relevant experience with innovative policy-orientated research. · Excellent drafting and communication skills in English in writing and speaking for both technical and non-technical audiences. · International work experience, in particular in CPMI-IOSCO policy and standard-setting work, as well as practical experience as a supervisor or overseer of FMIs would be beneficial. Join a team of HR professionals, that work closely and collaboratively together Principal accountabilities: Strategy development and implementation Contributes to the development and implementation of the Human Resources strategy, by identifying future trends, completing a gap analysis and communicating the mid- to long-term action plan. Works closely with other members of the team to prioritise activities and looks for opportunities to continually improve and integrate processes. Jointly with Deputy Head of HR/Head of Business Partnering, shapes and supports the strategy’s roll-out across client groups. Supports the Bank through organisational development, communications initiatives and interventions to assure appropriate change management and adoption of new practices. Leads the delivery of HR operational services Has an oversight of HR operations, payroll, talent acquisition and labour leasing services. Designs and implements processes to handle demands and optimise workflows to provide a high quality and efficient end-to-end experience for employees. Ensures robust planning processes for and smooth functioning of all HR services. Is responsible for all areas of payroll services to ensure accurate and timely payments and benefit administration services across all office locations. Ensures that processes, systems and administration in support of the talent acquisition of staff and labour-leased contractors are delivered efficiently and successfully. HR systems and projects Responsible for the ongoing development of HR information systems working in collaboration with the Bank’s IT services. Ensures regular reporting and communication projects and engages with relevant customers, reports and tracks status of implementation efforts. HR data and information Develops key statistics for HR operational services to support people management and HR process improvements. Works closely with the HR Data Manager and the members of the HR management team to ensure that relevant information are regularly tracked and reported. Observes trends and provides analytical insights to HR management team. Leadership Manages, leads, and motivates staff and fosters a culture of collaboration and inclusion. Works closely and collaboratively with other members of the HR management team. Work experience: Solid experience in HR field gained by working in or having exposure to various HR functions. Proven track record of process improvements, optimizations or change implementation, in the field of HR. Experience in leading diverse teams, gained in international environment. Banking IT sits at the heart of the Banking Department and supports and maintains business critical trading, financial messaging and reporting applications and supports external trading platforms and their interfaces to internal systems. Purpose of the role: To ensure the reliability, scalability, and efficiency of our systems while promoting automation and continuous improvement. Customise and package business applications using scripting languages and develop small/medium size business applications, tools and interfaces. Readiness to work outside normal working hours during service windows and to provide on-call cover for evenings and weekend. Interact with the other IT and Security groups in the organisation regarding system design, integration, standards and change management. Inform Line Manager of major technology trends relevant to the business area for input into IT strategy. May be required by Line Manager to help set objectives for area of responsibility. Maintain overview of his/her broad technological area of expertise, including market trends, or of changing business needs of a Department or Service. Represents interest of business area in Bank-wide IT projects. Liaise with external suppliers in area of responsibility and is involved in negotiations as well as definition of terms for provision of their services. May be required to lead a product team or a community of practice . Ensures that team objectives are met. May be required to coach and train other business support analyst/developers. Qualifications, skills, and experience: University degree in computer science, information management or related field. Proven work experience in a technical department of a Financial Institution or software provider to Financial Institutions. Proven experience automating application rollout and support ideally with Findur. Excellent programming skills in one or more major globally recognised programming language and/or scripting language. Solid knowledge of tools such as Ansible, Kubernetes, Terraform, Powershell and Windows batch files. Good knowledge of financial instruments and/or financial messaging technologies. Good writing skills including the ability to write system and user documentation in English. Experienced working in an agile development environment. Solid understanding of source control management, and importance of automated testing and deployment. Good understanding of business processes related to trading, back office, records management, settlements or financial messaging. An excellent team player with good communication and interpersonal skills. Comfortable liaising with and engaging staff across the organisation at all levels. A hands-on, practical approach.
